Is there a benefit to filing vacancies through internal promotions and job transfers, even if the personnel are less qualified?

I think there is sometimes a benefit to filling a position internally, even if you may be able to find a more qualified candidate externally. However, I also think it's important that you aren't hiring internally for no reason. If you are promoting or transferring an employee to a new role that they may not have experience for, they should be deemed as a high performer. By hiring an internal candidate, you eliminate the learning curve that comes with learning a new company. Also, most job seekers desire a company that promotes internal growth and hiring from within. It can be good for your brand as a company if candidates and employee's know they can grow their career. At the same time, I do think it's also important to have an outside perspective sometimes. If you are consistently filling vacancies within a team with internal candidates, is your team performing at their best? Or, are you doing the same tasks and processes year after year with no process improvement? Bringing an outside perspective into a team is sometimes good to help your team grow and progress. Especially if an external candidate can bring a perspective or experience that no one currently within the company may have.

In most cases, an internal candidate is going to bring something to the table that no external candidate can. They already have an understanding of the company and its workings. They are already integrated in the company's culture. Typically, there are many benefits to hiring from within, but its going to be a case by case basis every time a role needs to be filled. It depends on what areas the internal candidate is less qualified in -  is it something they will be able to learn in the new role or is it an integral skill that must be mastered before entering the role? In some cases, hiring the internal candidate, with the trust and understanding that they need to build on skills, will provide more benefit than hiring the external candidate that seems more qualified. In other instances, it may be more beneficial to hire the external candidate that already has those skills, especially when the work is time sensitive.
